The city opened a public hearing on a proposed Neighborhood Enterprise Zone (NEZ) district covering properties at 825 Porter Street and 810 North Pitcher Street, a step toward providing tax incentives for a mixed-use development called Zone 32, Phase Two.
Developer Jamari Bogan of Bogan Developments, a Kalamazoo-based company rooted in the north side, presented the project to commissioners.
The project aims to create affordable housing and improve infrastructure in the area. The developers presented their plans, which include a mix of residential units and commercial space. Commissioners and the public asked questions about the project’s details, funding, and its impact on the community. Concerns were raised about the perception of tax benefits for residents and the responsibilities for infrastructure improvements.
Notably, the development agreement includes street reconstruction funding from the developer, not the city, which staff described as an unusual and valuable component of the deal.
The commission vote on the formal resolution is scheduled for June 15, 2026.
