Comstock Officials Set July 23 Info Session, August Hearing on Battery Storage Project

Comstock Township will hold a public informational session July 23 on a proposed battery energy storage system, ahead of an August 13 public hearing.

The project, developed by Copenhagen Infrastructure Partners and known locally as the Swan and Cygnet Energy Storage proposal, would occupy roughly 140 acres along East Main Street. The site sits near the township’s future STEM Academy and Comstock Elementary School; the Comstock school board voted last year to formally oppose the project over safety concerns tied to its proximity to students, after commissioning an independent risk analysis. Planning staff said the July 23 session is for information only, not a vote, and will include presentations from the township’s engineer and fire department addressing fire risk and groundwater questions raised over the past year and a half. The application materials, submitted as a roughly 500-page packet, are now posted on the township’s website under Boards and Commissions.

Staff said the public hearing on August 13 could run long given the scope of the project and the volume of questions expected. The review is also occurring while the township’s moratorium on solar, wind, and battery storage ordinances remains in effect through the end of the year; commissioners said they still need to finalize a regulatory framework before the moratorium expires.
