Gavel to Gavel: Local Government Meetings and Key Agenda Items – August 10 – 14

We have a busy week of local government meetings to cover this week, let’s look at the key agenda items in Kalamazoo, Oshtemo, Comstock, and more.

Monday (08/10)

Comstock Parks and Recreation Commission (6:00 PM, PMN3): The Parks Commission in Comstock will continue discussion on park safety issues and hours, Neal Street Park and Wenke Softball Complex considerations, and provide notes from the recent information session meeting of the Planning Commission.

City of Kalamazoo Committee of the Whole (5:00 PM, PMN4): The City Committee of the Whole will hear presentations on Imagine Kalamazoo 2035 and Moratoriums ahead of their Regular Business Meeting.

Kalamazoo City Commission (7:00 PM, PMN4): Kalamazoo’s City Commission will vote to approve a Purchase Agreement with Parktowne, LLC for the purchase of 1517 South Park Street. This property is between two Water Treatment Plants at 215 West Stockbridge Avenue and 331 Balch Street, and currently holds Hoffman Real Estate, who seeks to sell the property. The purchase seeks to further consolidate Water Treatment Plants, which will improve water quality and simplify regulatory requirements. Then, the Commission will vote on setting the election date and determine the ballot language for a charter amendment to establish a Citizens’ Healthcare Action Committee and require a Healthcare Action Plan.

Kalamazoo Township Board of Trustees (7:00 PM, PMN2): The Township Board of Kalamazoo Township will vote on the appointment of Denise Ulrich to the Building Authority Committee, removing Scott Jackson. Then, the Board will consider recommending closure of Riverside Drive between Lake Street and Carlton Avenue on Sunday, August 16, 2026, on behalf of Bethel Star Community Church. Tuesday (08/11)

Road Commission of Kalamazoo County (3:00 PM, PMN2): The Road Commission of Kalamazoo County will continue forward with requesting approval of the Neighborhood Traffic Calming Plan for Casper St. in Comstock, as well as the current Draft Tree Replacement Policy, which has been heavily discussed in recent months at Road Commission meetings.

Oshtemo Township Board of Trustees (5:00 PM, PMN3): The Oshtemo Township Board will handle a wide array of discussion and action items, including Second Reading of a Moratorium Ordinance for Solar Energy Development, a First Reading of Wastewater Service Ordinance No. 208, a resolution to create an Industrial Development District, and more. City of Kalamazoo Citizens Public Safety Review and Appeals Board (6:00 PM, PMN4): When available, the City of Kalamazoo CPSRAB Meeting materials can be found here.

Wednesday (08/12)

City of Kalamazoo Historic Preservation Commission (6:00 PM, PMN4): When available, Historic Preservation Commission Meeting materials can be found here.

Thursday (08/13)

City of Kalamazoo Utility Policy Committee (8:30 AM, PMN4): When available, the Utility Policy Committee Meeting materials can be found here.

Oshtemo Township Planning Commission (5:00 PM, PMN3): Oshtemo’s Planning Commission will begin review of working draft of an Energy Systems ordinance addressing solar, wind and energy storage. This comes as many municipalities are establishing frameworks to strengthen their part in approving future Energy Storage developments.

Comstock Township Planning Commission (6:00 PM, PMN2): The Comstock Township Planning Commission will hold a Public Hearing regarding the proposed Battery Energy Storage System (BESS) Facility project by Swan Energy and Cygnet Energy. This comes after the informational meeting held July 23, in which Swan and Cygnet presented where the development stands now, including measures to attempt to mitigate risks and disturbances surrounding a BESS facility. The meeting will be available to watch live on PMN2, Thursday at 6:00PM.

City of Kalamazoo Zoning Board of Appeals (7:00 PM, PMN4): The Zoning Board of the City of Kalamazoo will hear an application for 4423 W. KL Avenue, where IMR Realty is requesting a variance to authorize a drive-up window in the front yard, where drive-throughs in the are only permitted in the side and rear yards for this property.
