Kalamazoo’s Utility Policy Committee voted to recommend an increase for 2027 drinking water rates to the City Commission.
The committee voted 6–0 to recommend an increase in drinking water rates based on “Option B” from a rate study by the consulting firm Stantec. During discussion, members said they supported the study’s methodology and its approach to smoothing rate changes over time. A Stantec representative told the committee there were no updates and that the firm would move ahead with Option B.
The committee also voted 6–0 to recommend leaving the water system capacity buy-in fee unchanged from the prior year. It voted 6–0 to recommend updates to water service installation charges, along with revisions to Schedule E and Appendix D of the utility’s rate documents. Members said the installation charges are based on the actual cost of the work.
The committee is advisory. The City Commission will consider its recommendations.
What happens next
- The committee voted to have its chair, Libby Heiny-Cogswell, attend a City Commission meeting when the recommendations come forward. She will describe the committee’s process and its support for the changes.
- Public Works Director James Baker is currently scheduled to present the utility rates to the City Commission on November 16. The general city budget presentation is scheduled separately for November 9.
- The Utility Policy Committee’s next meeting is November 12.
