Kalamazoo Environmental Concerns Committee Continues Push for Green Zoning, Weighs Conservation Easements

Kalamazoo’s Environmental Concerns Committee continued its work on green zoning during a September 16 meeting. They discussed how new zoning districts could fit into the city’s broader planning timeline and exploring conservation easements as an additional tool for protecting green space.

City Planner Christina Anderson attended the meeting to answer questions on zoning and city planning. She told the committee the city’s strategic vision document is currently out for public review and encouraged residents to submit feedback.

Committee members discussed how green zoning could be considered once the city’s master plan process is further along, and how new zoning districts might integrate with existing city policies, including the sustainability plan and climate emergency plan. The conversation touched on residential district updates already underway as part of the broader zoning revision process.

Much of the discussion focused on the limits of zoning as a tool for permanent land protection, since zoning classifications can be changed over time. As an alternative or complement, the committee discussed conservation easements which are legal agreements between property owners and land trusts that permanently restrict future land uses. The Traverse City Land Conservancy was cited as an example of how such easements have been used elsewhere. Committee members also discussed the distinction between green space and conservation districting, pointing to examples like a city park currently zoned as residential to illustrate the need for clearer zoning categories.

The discussion builds on the committee’s August vote recommending the Kalamazoo City Commission create new green space and conservation zoning districts.

The next Environmental Concerns Committee is scheduled for October 21 at 4:30 pm.
